I have the honour to acknowledge receipt of your Secret despatch of the 5th May in regard to a proposal which has been made to the Government of Hong Kong that it should allow the export of war material from the Colony to Macao for re-export and use ultimately by Chinese forces operating in South Kwang tung, and to inform you that I concur in the action which you have
taken in the matter.
